UFE’s response to the consultation on the draft new State aid Framework to support the Clean Industrial Deal

Europe must make electrification a central lever for reindustrialisation in Europe! 

On 26 February 2025, the European Commission published the communication on Clean Industrial Deal a common roadmap for competitiveness and decarbonisation, announcing the adoption of a new set of state aid rules in the second quarter of 2025 through the Clean Industrial State Aid Framework. 

While UFE welcomes this initiative, it warns that certain loopholes in the scheme could slow down the electrification of European industry, when 43% of its energy consumption could already be electrified. UFE regrets: 

  1. A lack of support for operating costs, which are necessary to deploy industrial decarbonisation;
  2. A lack of technological neutrality, when all low-carbon technologies, and nuclear in particular, should be supported.  

Electrification is an opportunity for the competitiveness and industrial sovereignty of the European Union in the face of the world’s major economic blocs. Let’s invest, simplify and accelerate: let’s give European industry the means to transform itself!
