French Prime Minister cancels three tax measures related to the energy transition in 2019
After three weeks of “yellow jackets” demonstrations, the French Prime Minister cancelled on December 5th the increase of the carbon tax, the gradual alignment of diesel taxation with the taxation on oil(+2.6 cents per litre) and the reduced tariff on non-road diesel fuel for 2019. He also announced that gas tariffs will decrease by 2% and that electricity tariffs will be "stabilized".

The day before, he had provided further detail about the consultation process mentioned by Emmanuel Macron: it will take place from December 15th to March 1st and will allow "all French people who wish to express themselves" through consultation groups (trade unions and employers' organisations, NGOs, local authorities, MPs...) in order to find "concrete measures" for the daily lives of households.

End of combustion engines by 2040: the industry publishes its recommendations
The French Union of Electricity (UFE), the French Association for Hydrogen and Fuel Cells (AFHYPAC), the Frech Emobility Association (Avere), the French Committee of Car Manufacturers (CCFA), the National Council of Automobile Sector (CNPA) and the Automotive Platform (PFA), which all meet within the 2040 Working Group, have set up three deadlines to achieve the government's objective of ending the sale of internal combustion engines by 2040. By 2022, electric vehicles should represent 6% of the sales and plug-in hybrids 4%. By 2030, the sector expects 48% of the car fleet to be light low-carbon vehicles (7.3 million units), including 30% electric and 18% plug-in hybrids. After 2030, "alternative existing or future technologies or new sources of low-carbon energy must prevail in France and Europe". The working group also asserts that the integration of 15 million electric vehicles (40% of the fleet) into the electricity system by 2035 "would not represent a real challenge in terms of energy consumption or power demand". The organisations have put forward six recommendations to support the growth of electromobility: strengthen public support, reduce the costs of electric vehicles, develop charging infrastructures, adapt to industrial change (training and reskilling), integrate environmental sustainability, and support the opportunities for the electricity grid.

The Aramon oil-fired power plan converted into a “cleantech valley”
On December 6th, Emmanuelle Wargon, Secretary of State for Ecology, signed the third ecology transition contract (CTE) that was called "Cleantech Valley" and set up between the Fench State, municipalities and local authorities (“Pont du Gard” region). The project will receive a financial support of 208 million euros, mainly from the private sector. Among the 24 actions planned for the next four years, the contract calls for the creation of a start-up accelerator, a business incubator, a "platform for the treatment and recovery of materials from the dismantling of nuclear installations", the development of photovoltaics, and the improvement of the energy performance of local companies and authorities.

EDSO and ENCS launched the first cybersecurity standards for EV charging infrastructure
EDSO, the association of the biggest European distribution network operators, and ENCS, the European Cybersecurity Network, met in The Hague on December 4th to present the first ever cybersecurity standards for electric vehicle infrastructure. These standards harmonise safety standards across Europe and provide municipalities and distribution system operators with a "list of practical considerations for purchasing EV chargers". They integrate the expertise of the main industry stakeholders, and are already being applied by the Dutch Electric Vehicle Knowledge and Innovation Centre, ElaadNL d'EV, which sponsored of these standards at ENCS

The “just transition” debate opened COP 24
At the opening of COP 24 on December 3rd in Katowice, Poland, 40 States, including France and Germany, signed the Silesia Declaration. In this declaration, the signatories call for the implementation of a "just transition for workers and for job creation [which] are essential to ensure an effective and inclusive transition to low greenhouse gas emissions […], as well as to strengthen public support for the achievement of the long-term objectives of the Paris Agreement". These States wish to develop a "participatory and representative social dialogue".

COP 24: adoption of an electromobility declaration
On the side-lines of the COP 24 negotiations, 38 Head of States signed a declaration on electric mobility, promising to develop the sector and establishing a trust fund in partnership with the World Bank.
