According to RTE, the French TSO, the supply-demand balance will not be affected by the closure of coal power plants under certain conditions
RTE, the French transmission system operator, responsible to balance the electricity network, released an information point, stating that it was possible to close the coal-fired power plants by 2022, as set in the Energy Law voted in 2015, under the following conditions: stability of the electricity demand, prolongation of the nuclear power plants, development of the renewable energies (with the commissioning of the first offshore wind farms) and the commissioning of new interconnexions with Italy or the United Kingdom.

E. Leclerc, new player on the French electricity supply market
The French large retailer brand, E. Leclerc, launched its “100% green” electricity offer to individual consumers on September 13th. E. Leclerc aims for “3 million customers by 2025, or 10% of the market” according to the information communicated to Enerpresse. According to the consultancy Watt’s Next Conseil, “the competition intensity on the electricity market increased significantly the past months, many groups – Engie, Total, ENI, E. Leclerc – setting targets for many several million customers”. The gas and electricity retail market observatory of the French Regulatory Authority (CRE) indicated on September 10th, that 20% of residential sites are nowadays in market offers and that the quasi-totality of them chose an alternative supplier.

Strong increase of wholesale electricity prices
On the wholesale electricity market, the megawatt hour price reached 66€/MWh on September 13th. This increase of wholesale prices, which began during the spring and accelerated this summer by exceeding the 50€/MWh, is correlated to the CO2 emission quotas prices. Indeed, the price per CO2 tonne increased from €5 to more than €20 in 2018, as the market anticipates the implementation of the market stability reserve, scheduled for January 2019.

LA SOLUTION DE L’HYDROGÈNE POUR REMPLACER LES GROUPES ÉLECTROGÈNE DIESEL
En savoir plus... Dans certains cas, l’alimentation électrique via le réseau n’est pas possible. C’est par exemple le cas de refuges de montagne ou celui des chantiers éloignés de toute source électrique. Il est également un grand nombre de situations où l’usage d’un groupe électrogène diesel est impossible pour des raisons de sécurité (risque d’incendie). C’est ainsi que l’hydrogène constitue la seule solution comme réserve d’énergie pour une alimentation électrique. La startup H2Sys, fondée en 2017 à Belfort, a développé un dispositif qui combine pile à combustible et moyens de stockage en batterie. Cette association permet de réduire la taille et la puissance nominale de la pile à combustible. Enfin, la carte de gestion de l’énergie pilote de manière optimale les ressources utilisées afin d’arriver à un compromis compacité, puissance et autonomie.

Launch of the discussions of the French-German working group on the carbon pricing
On the occasion of the first meeting of the Meseberg working group on September 6th in Paris, the French and German State Secretaries for Ecology, Brune Poirson and Jochen Flashbarth, stated their ambition to present several common options on the carbon pricing, by the beginning of 2019. The working group, instigated after the Meseberg declaration in June 2018, aims to intensify the cooperation climate and energy topics between the two countries in order to fulfil the objectives set by the Paris agreement. Key sectors, such as energy, buildings or transport, will be at the core of the discussions, to identify the contribution of each sector to the decarbonation of the economy.

PPE 2016 : LES OBJECTIFS DE BAISSE DE CONSOMMATION D’ÉNERGIE ENCORE LOIN D’ÊTRE ATTEINTS
La programmation pluriannuelle de l’énergie (PPE) adoptée en 2016 a fixé différents objectifs de réduction de la consommation d’énergie par rapport à 2012. Selon les « chiffres clés de l’énergie 2018 » du Commissariat général au développement durable, la consommation finale d’énergie a baissé de 0.3% contre un objectif de -7% entre 2012 et 2018. Les consommations primaires de pétrole et de charbon ont respectivement décru de 2.8% et 20.9%, alors que l’objectif attendu était de -15.6% et -27.6% sur cette même période. Enfin, l’objectif de baisse de consommation du gaz naturel, fixée à -8.4%, n’a pas connu de baisse, mais a augmenté de 3.4%.
