François Fillon puts electricity decarbonisation as one of its priorities
The winner of the primary race to represent the right and the center at the presidential election has detailed his proposals on energy and environment. Amongst the propositions presented by Contexte, François Fillon is in favour of “setting as soon as possible a target close to 0% of electricity generated from fossil source”. This would therefore mean substituting coal and oil towards carbon-free energies, notably by closing coal plants. The candidate also expressed his support to introducing a carbon floor price in France and Europe.

The revised rules of the French capacity mechanism officially published
The new rules of the French capacity mechanism have been approved by Minister Ségolène Royal and published as a decree in the Official Journal this November 30th. In a note published the same day, the French national regulation authority CRE also gave its approval to the changes foreseen by the new rules proposed by RTE. CRE indeed considered that these changes will contribute to “reinforcing both regulatory and financial incentives for actors to adopt a virtuous behaviour”. The price revealed by the capacity mechanism will therefore “send the right investments signals accurately reflecting the situation of the French electricity system”, the CRE added. The publication of this decree comes after the approval by the European Commission on November 8th of the revised French capacity mechanism, which the Commission considers fully in line with European state aide guidelines.

Limited progress between France and the European Commission on its hydroelectric concessions
European Commissioner for competition Margrete Vestager was auditioned by the National Assembly Committee on Finance and Economic Affairs for the first time last December 1st. During this audition, Ms. Vestager underlined the good cooperation between the French government and the European Commission following the formal notice sent to France on its hydroelectric concessions. The negotiations have nonetheless not led to major progress yet. On this occasion, Vestager recalled the benefits of open competition.

The Finnish Government calls for phasing out coal by 2030
In its « Energy and Climate Strategy for 2030 and Beyond » proposed by the Finnish Government last November 24th, Finland should phase out coal by 2030. According to Enerpresse, the share of coal in the Finnish energy mix was about 7% in 2015, against 45% for renewable energy and 34% for nuclear energy. The Finnish Parliament will discuss this proposal in March 2017.
