Energy Efficiency Package postponed till the end of the year
Initially announced for mid-October, the publication of the reform proposals of the Energy Efficiency and Energy Performance of Buildings Directives has eventually been postponed till the end of the year, as explained European Commission for Energy and Climate Action Miguel Arias Cañete on October 4th. This set of proposals will be attached, and published with the Winter Package, composed of the new Market Design, the Renewable Energy Directive and the project on Energy Union governance proposals. This ‘super legislative package’ might be presented on December 7th, very day of the State of the Energy Union.

ICAO members agreed on a Carbon Offsetting Scheme for International aviation
During the last General Assembly held from Sept. 27th to Oct. 7th, the 191 members of the International Civil Aviation Organisation (ICAO) agreed on a global market-based mechanism to reduce CO2 emissions. Applying first to the 65 voluntary States in 2021, the mechanism will become compulsory for all member countries in 2027 and should cover about 80% of global CO2 emissions above 2020 levels. European Commission for Transport Violeta Bulc expressed her support to this historical agreement.

Launching of a French-German cooperation for electro-mobility
French Secretary of Transportation Alain Vidaliès and his German counterpart Alexander Dobrindt signed on September 29th a joint roadmap for the development of digital and electric mobility. This French-German cooperation will aim to anticipate regulatory evolutions in order to better reconcile security, innovation and road network management. « This roadmap will notably give us more weight on the decisions related to norms, electric vehicle support and further work on the development of autonomous and connected vehicles and its impact » noted the Environment Ministry in a communiqué.

One million charging stations in France in the next three years
That is the objective that Minister of Environment Ségolène Royal set during the Paris Motor Show. Minister Royal notably announced the installation of 900.000 charging stations in households thanks to the introduction of the energy tax credit which will cover a third of the cost of the stations. Two additional measures aimed at supporting electro-mobility were presented: a 1000€ bonus of electric two-wheels vehicles and the extension of the 10.000€ ’super-bonus’ for the purchase of an electric car after discarding a diesel car over 10 years.
