Ian Duncan in favor of a 2.2% linear reduction factor for the post-2020 EU ETS
In his draft report on the reform of the European Emission Trading System (EU ETS) released on May 31st, MEP Ian Duncan (ECR, UK) welcomed the new linear reduction factor of 2.2% as suggested by the European Commission. He proposed adding a new review clause that would instruct the Commission to keep the said factor under review and, if need be, to put forward a new proposal, following the first global stocktake of global emission reduction efforts in 2023 as set in the Paris Agreement. Regarding carbon leakage, Mr. Duncan made the proposal of having a tiered approach for the free allocation of allowances to the most exposed sectors, with four tiers of 100%, 75%; 50% and 30%. The Committee on Industry, Energy and Research (ITRE) of the European Parliament will exchange views on this rapport on June 13-14, 2016.

The Ministry of Environment will nominate a French Data Supervisor
The Ministry collects a variety of data, which is unfortunately underused, such as energy data, energy performance of buildings, vehicles data, weather conditions, etc. Attached to the Commissioner-General for Sustainable Development, this Supervisor-General will be in charge of creating a data culture, enabling a better use of data and fostering its diffusion.

Philippe MONLOUBOU, CEO of then-ERDF, revealed the new name of the distribution system operator, Enedis, during the Salon des maires et collectivités locales, the French Mayors and Local Authorities Convention held on May 31st. As stated in a press release, Enedis has prepared for the past few years the networks of the future and envisioned what a smart city can be, dedicated to consumers as well as local territories. The new name thus reveals the DSO’s transformation towards a new generation of power distribution public service, with innovation and reactivity lying at its core while collaborating with all local actors to drive the energy and digital transition.

One French person out of two is ready to install solar panels
Presented by representatives of the solar industry on May 25, this study reveals that “one French person out of two is ready to invest in solar energy”. As the cost of solar panels significantly decreased, reselling the electricity generated at home to EDF, at a price subsidized by the state, becomes profitable. Today, about 10 000 people start doing so in France per year.
